Manager, IT Business Office

Job Description Summary:
This role is responsible for managing the business office of the IT department including IT budget management, technology vendor management, and IT performance management. The senior manager of the IT business office will oversee the aforementioned functions and the employees responsible for carrying out the day-to-day activities related to these functions. Under the direction of the AVP of IT Shared Services and in conjunction with other members of the IT leadership team, the senior manager will define processes and standards for establishing and maintaining relationships with technology vendors. The senior manager will also work with IT leaders to define and report on IT performance metrics and ensure budgets are properly managed across the department.

Job Description:
Description of Duties and TasksEssential duties and responsibilities include the following. Other duties may be assigned.

  • Supervises, trains, coaches, directs, coordinates, and disciplines personnel while adhering to organizational human resource policies and procedures as well as related employment laws. Recommends hire and termination personnel actions for positions supervised.
  • Establishing a formal technology vendor management function.
  • Working with the organization's procurement team to ensure technology vendor partnerships are built in accordance with both IT best-practice and the standards of the broader organization.
  • Working with vendors, internal parties and consulting partners to ensure ACC's technology contracts are properly managed such that spending on technology is streamlined.
  • Owning responsibility for all RFXs issued from the technology department.
  • Owning responsibility for organizing IT contracts and ensuring timely renewal for all technology contracts; including all technology contracts that support the broader organization.
  • Coordinating with IT team leaders to ensure efficient and effective budgeting across the various teams.
  • Working with IT leadership to set and refine IT performance metrics.
  • Reporting to the IT organization and the broader organization on IT performance metrics.
  • Managing and mentoring IT vendor managers, budget coordinators and performance managers in their efforts to ensure adequate execution of their day-to-day functions.
  • Organizing staff development initiatives aimed at improving IT performance through training and process improvement.

  • Strong people management skills with proven ability to motivate employees and get tangible results.
  • Very strong knowledge of typical technology service models and contract types including but not limited to: IT hardware purchasing with maintenance and support contracts, contracts related to outsourcing software development, data center contracts, Software as a Service (SaaS) and Infrastructure as a Service (IaaS) contracts.
  • Knowledge of contract management platforms.
  • An excellent grasp of IT performance measures (SLAs, OLAs, etc.) and how they should be set and refined to ensure measurable IT performance.
  • Strong budgeting experience and the ability to manage large budgets.
  • Supervising and coordinating the activities of subordinate personnel.
  • Experience working with state, local or federal solicitations.

  • Must possess very strong negotiating and influencing skills.
  • Proven ability to build and deploy dashboards and other tools for reporting on performance to a broad audience.

Required Work Experience
  • Three years of directly related work experience and one year supervisory experience.
  • Completion of the ACC Supervisor Certificate Series Program will satisfy the supervisory experience required for this position.


Required Education
  • Bachelor's degree.


Preferred Work Experience
  • Three or more years years of experience as in IT vendor management writing solicitations (RFPs, etc.) for technology purchases.
  • Three or more years of experience working in an IT organization with responsibility for publishing IT performance reports.
  • Three or more years of experience in a capacity managing technology budgets.



    Preferred Education
    • Bachelor's degree in business or information technology.


    Special RequirementsLicenses/Certifications; Other
    • Valid Texas Driver's License and reliable transportation for local Austin area travel.


    Other Preferred Qualifications
    • ITIL Certification Preferred.


    Physical Requirements
    • Work is performed in a standard office environment.

    Salary Range:

    $97,689 - $122,111
